Abstract
Most of the indices developed for evaluating pavement surface conditions are formulated based on an assumption that they can be uniquely evaluated from the severity of physical distresses. However, each distress takes place by assorted causes and commonly appear in diverse patterns.<br>Fuzzy sets theory was applied in this study to develop a new pavement surface evaluation method. It was found that no explicit critical points exist which give the criteria for repairs. Each rating on necessity for repairs varies gradually according to the change in surface condition scores calculated by the new formula developed by fuzzy quantification theory.
