Description

 In 1886, the Meiji Government of Japan requested a German architectural firm to design its construction project of a central government district as part of the plan to transform the capital Tokyo into a modern, Western-style metropolis. The Böckmann Contract was the contract signed between the Meiji Government and Wilhelm Böckmann, the architect from this German firm, regarding the specific work to be done, conditions, etc. Playing the leading role in this on the Japanese side was Inoue Kaoru, the Minister of Foreign Affairs. This paper is the first to discuss this Böckmann Contract, about which much was unclear, using new historical documents. The main findings are that 1) it is now known that the Böckmann Contract was concluded without being deliberated on by the Cabinet; Inoue discussed it with Prime Minister Ito Hirobumi, but negotiations with Böckmann went on in secret without the knowledge of the other ministers; and 2) the entire contents of the contract are now known, bringing to light a number of new facts, including regarding regulations related to bidding on construction work and arbitration for disputes between the two parties.
