 The Imperial Capital Reconstruction Project is the project that was enforced after Great Kanto Earthquake at the national government (the Reconstruction Bureau, Ministry of Home Affairs), Tokyo prefecture, Tokyo City, Kanagawa prefecture, Yokohama City. The project was completed basically in 1930, but there was assignment of budget until 1938. This paper described the perspective of the project cost and finances until 1938 when it didn't become clear so far. And we referred to the factor of the project cost change by the comparison between initial budget and last budget, correspondence to the public bond repayment of the local government. We considered the impact on later disaster reconstruction judged from finances. In addition, we mention the relations with the 800 million yen plan that Shinpei Goto of the Minister of Home Affairs and the President of the Imperial Capital Reconstruction Department published in 1921 when Goto was the mayor of Tokyo. As a result, the total budget was 1,111,251,520 yen, and the total expense was 1,064,902,580 yen. The main financial resource of the national government was public bond, and that in the local government was public bond, government subsidy, low-interest loan of the Deposit Bureau of the Ministry of Finance. Specially, the ratio that the foreign bond accounted for was large in national government, Tokyo City, Yokohama City. There was financial support (government subsidy, low-interest loan by the Deposit Bureau of the Ministry of Finance, interest supply to a public bond, principal and interest guarantee to the foreign bond) for the project that local government enforced. We pointed out that the reason why financial support to urban renewal and city planning projects that were not carried out till then was performed was that there was the study called the 800 million yen plan of Goto made before Great Kanto Earthquake outbreak.
