抄録

Since Ministry of Land, Infrastructure, Transport and Tourism (MLIT) deregulated bus service industry in supply and demand adjustment all over Japan in 2002, the role of community bus has become more and more important for elderly people and disadvantaged people who have no private means. However, it is very difficult that community bus runs on a stand-alone basis. Hence, operation of the community bus has been subsidized, and consensus building of non-beneficiary citizens is essential from the standpoint of fairness as well as beneficiary citizens. This study proposed hypotheses that 1) Bus operation by resident governed organization builds fairness perception for non-beneficiary citizens, and 2) Building fairness perception increases their willingness to pay. We conducted questionnaires to verify the hypotheses using contingent valuation method. As a result, both hypotheses are statistically-supported.
