Abstract

This paper searches for some aspects of the evaluation system and the system of promotion by using the example of Iwate Prefecture.<br>The paper reviews a large-scale organizational reform which included the introduction of a policy evaluation system in Iwate Prefecture. During the introductory period, this system centered on improving regional public management by reviewing the administration and finance system. The mature stage involved developing mechanisms for conversion and the participation of the inhabitants of the prefecture in the administration and finance system from the organization from which everything centered on the policy. The conversion period valued organizational management based on the new head's leadership.<br>There was discussion on what kind of organization to make using the policy evaluation system and based on corporate principles of prefectural administration, and, as a result, the organization reform was completed.
