Abstract

Many policy makers in local governments think the regional and annual differences of people's life-satisfaction (PLS) indices have the great significance in the policy evaluation and the policy making process. For example, they always try to find whether the certain programs cause PLS's change or not, and how much influences each programs and projects have on PLS. This paper aims to develop the methodology to find the influence of policies on the regional and annual differences of PLS quantitatively. The main results of this analysis are as follows.<br>1. We show the method to evaluate the total influence of the variance of a policy satisfaction level on the regional and annual differences of PLS.<br>2. We find that, the shift of people's preference also affect the regional and annual differences of PLS, even without any policy satisfaction changes.
