Abstract

In the coastal tourist areas of Japan, summer resorts and minshuku regions were formed depending on the distance from large cities and the social class of tourists. The development of marinas is so remarkable that their sea area use has come into conflict with fisheries and large vessels. Taking marinas in Sagami Bay and Tokyo Bay as study areas, we try to examine their location as well as the attributes and recreational activities of marina users.
Sailboats were introduced to Japan by foreigners in Yokohama, where the Yokohama Yacht Club was established in 1886. Subsequently, sailboats spread among Japanese noblemen, business leaders, and university students. The first two marinas in Japan were opened in Yokohama in 1934 and in Hayama in 1935. In the 1960 s, as a result of high economic growth, the high-income population increased and marinas were intensively developed in Sagami Bay of Miura Peninsula. Seabornia Marina was built in Sagami Bay by outside capital, in consideration of making compensation for fishery. This marina is equipped with a clubhouse, four condominiums, a swimming pool, and two restaurants, with royal palm trees on the ground. All these facilities and landscaping have made this area a resort. The users of this marina consist of high-income residents in the western part of the Tokyo metropolitan ward area who spend their summer holidays in their condominiums or cottages, sailing or fishing for billfish and tuna offshore area of Sagami Bay. Therefore the sea area use in this region is composed of marina use of the offshore area and fishery use of the nearshore area.
Since the oil crisis of 1973, with the increase in the number of motorboats, many industrial facilities have been converted into marinas around Tokyo Bay. For example, in the industrial area, Newport Edogawa Marina was converted from a shipyard in 1981 and only has simple functions for the storage and maintenance of boats. Because of the low cost of such marinas, the marina users also consist of middle class. These users mainly reside within the 50-60 km from the marina, and they can take day trips to fish in the calm inner Tokyo Bay on weekends throughout the year. For the sea area use of Tokyo Bay, the area shallower than 20 m is mainly for the fishing of sea bass and right-eyed flounder or navigation, while the offshore deeper than 20 m is for the transit of large vessels.
