As sea transport is just one subsystem in the overall transport logistics network, substantial unification of consciousness between navigators and land-based operators concerning economy and safety is required for optimum merchant ship operation. However, factors affecting the navigators' decisions and intentions concerning course or route selection are not obvious or easily understood by land-based operators because selection is made at the navigator's discretion. In this study, the authors attempt to weigh the importance of considerable factors for course selecting in three cases ; navigation in oceanic, adjacent and coastal waters, using the A.H.P. Method as a first step in quantifying navigators' decision making standards. The authors believe that this data can be widely used as the indication to develop new simulation system for optimum routing or for the development of new practical technology for ship operation in the next generation.
