Abstract

The background of this research is difficulties in correspondence to the Transport Safety Management System. The Transport Safety Management System is based on the ISO9001. For many coastal shipping companies, it is very difficult to introduce and to set up the Transport Safety Management System for own company. Because the management scale of many companies is very small, so it should be effective system to the proposed original certificated system. And the guideline of Transport Safety Management System can be treated with as a Soft-Law. Therefore, it is easy to make new original certificated system. Authors could make it clear to understanding that new original approval certificated system creates safety at sea in coastal shipping.
