抄録

The rule 13, 14 & 15 of "INTERNATIONAL REGULATIONS FOR PREVENTING COLLISIONS AT SEA, 1972" provide for "Overtaking", "Head-on situation" & "Crossing situation". These rules demand that actions be taken to avoid collision between two or more of special manoeuvring capabilities. However vessels less constrained by these rules definitions, give way to those more constrained. These rules are derived from results of the Marine Accident Inquiry Agencies judgment records, and analyzes concerning "vessel vs. vessel", "vessel vs. craft" and "craft vs. craft". The overall results showed that: The category of "vessel vs. craft" had the most collisions; and that non-observance of "standing-on" by craft was the highest cause of collisions. Regarding understanding of marine traffic laws, the craft navigator displayed the least knowledge and found the laws hard to understand, in fact, They do not have a good understanding at all. Therefore, all seafarers on any vessel in Japanese wants should take special care when craft are in the vicinity.
