When a typhoon approaches or a tsunami invades after an earthquake, vessels will start emergency evacuation. Emergency evacuation from berths are voluntarily carried out by the decision of captain of each ship at first, and then evacuations of all ships in a port are done according to the evacuation warning by the port captain.<br>After the evacuation warning is issued, all berthing ships at each berth in a port will start emergency evacuation at the same time. Then it is expected that all ships concentrate to pass through the breakwater entrance, some places in a port become a dangerous situation. Authors have been continued the observation of traffic in the port by AIS and go to a lot of data of ships which left the various berths.<br>This study proposed the outline of the traffic control for emergency evacuation system, arranged the needed database and examined the effect by the simulation about the system to propose.
