抄録

<p>This paper aims to investigate the factors which enable people to avoid risk without Risk-taking bias under uncertain loss that prospect theory suppose in the field of disaster prevention.In this analysis,Hyogo Prefecture Survey on Preparedness(N=1103, Response rate:39.4<tt>％</tt>) conducted by Disaster Reduction and Human Renovation Institution is used . As a result, it became clear that those who have high-disaster management literacy tend to choose avoiding risk as the hazard risk perception and Physical, Human damage perception get higher linearly. On the other hand, those who do not are prone to give up avoiding risk with moderate level of hazard risk perception and Physical, Human damage perception.</p>
