This study aims to clarify the transition of residents' opinions in articles on local newspaper "Takayama Shimin Jiho", comparing community development with the expansion of tourism in Takayama, which has achieved remarkable development as "Machinami sightseeing area". Analysis shows that, in Takayama, political measures and residents' opinions are relatively according with each other in the community development aspect. However, in the tourism aspect, both of them lack consistency, and about growth as a sightseeing area and its direction, there was the conflict between them. In addition, the distortion of local economy by increasing dependency on tourism industry was shown in resident's opinion in recent years.
