The aim of this paper is to analyses the development of community participation in Korea in order to provide a framework for understanding the particular characteristics of community participation which have addressed especially for the poor community. First of all, I reviewed community participation theory related in the South, and then I examined the development of urban redevelopment policy and community participation experienced in Korea so far. Finally this paper conclude that community participation in Korea is characterized by types of 'resistance(counter-eviction movement)', 'self-development(self-resettlement and cooperative community building)', 'cooperation(productive union by the poor themselves)', 'empowerment / partnership(productivism approach)', and is now ongoing process.
