This study aims to clarify new possibilities and changes in the concept of public contribution focusing on the case of Shin-Marunouchi Building project in Marunouchi area by analyzing the records of discussions between public and private sectors. Major findings are as follows. First, the most important contents of the project, such as building form, function, and the floor-area-ratio-bonus as the reward of evaluating the public contribution, were decided in the stage of public-private discussions before the formal legal planning procedures. Second, the developers presented the proposal to provide various public contributions including the supply of urban infrastructure outside the project site, the facilities for supporting green policies, etc. Third, Tokyo Metropolitan government introduced flexible criteria to evaluate the floor-area-ratio-bonus.
