Description
In this paper, we propose a fast rate control scheme for multi-rate video encoder. To realize an effective rate control for the multi-rate encoder, we employ VBV buffer correlation of occupancy transition among each bitrate encoder. The simulation results show that the proposed method can reduce the computational complexity to 21% compared with independent multi-rate video encoder.
