Description

In 1972, the United Stated advocated the moratorium of all commercial whaling in the International Whaling Commission and the United Nations Conference on the Human Environment. This article sheds light on this initiative as well as the response of other principal nations such as Japan and the United Kingdom, uncover the immediate cause which propelled of the policy change within the U.S. Government, examines the reason why and how such initiative commanded substantial support from other countries. It concludes by explaining the consequences of the proposal, that is to say, the strengthening of protective measures and the establishment of the New Management Procedure.
