Abstract

This paper explores funding system for regeneration schemes of public parks in UK. Particularly it focuses on policy, method and role of National Lottery Fund that contributed to support regenerating public parks the most among several funding sources. Through a couple hearing researches with members in the Fund and ones in local authorities, and also through two case studies, the following four points are demonstrated. First, the Fund challenges to support a part of costs for managing and carrying programmes to enhance regenerated parks after their completion even for a certain period. Second, the Fund prepares for supporting cost to hire a manager to carry a project. Third, the structure of application process is set as steps for local authority and their community to develop their schemes gradually and profoundly. Fourth, monitoring system set in the funding system contributes to develop accountability about matters of expenditure, design and managing method of public works.
