The first step of this studies on recreational planning in an undevloped area should be analyzed to discuss internal and external potentialities of this area and it's surrounding areas. In order to this aim, Ibi county in Gifu Prefecture was investigated in this case study.<BR>As a kind of approach for recoganizing external potentialities in this area, the potential energy of people's behavior was analyzed from the aspect of accesibility to the area in macro scale. Result of this analysis, it was found out people from the urbanized area will be able to access this study area very easily, therefore, this area should be developed as the suburban open space which has potentialities for recreational uses and also is a basic aspect of this study. To recoganize the situations of internal potentialities, the investigation has been tried in this area. As the result, this area has three dominant factors which are very steepy in topography, fruitful nature and undeveloped traffic network.<BR>In the based on these stituations, the method we discussed in this area was how to develop the recreational space in steep topography in harmony with the conservation of nature and its development. So the topography was classified in two types of recreational area and non-recreational area from the point of relationship between people's recreational activity and topography. However, its factor does not produce satisfactory recreational space, so that we led another two factors which are road hierarchy and time-distance as a key for the getting space more acculately.<BR>In this case study, the each recreational space which was selected by these key factors is sure to change under the infuluence of the road development in time perspective, therefore the process of the raod development in this study was reflected on the process planning and also it was considered for the development schedule.
