Abstract
After the Washington Naval Treaty, Maizuru Naval District (Chinjufu) was downgraded to echelon naval ports (Yokobu). Naka-maizuru and Shin-maizuru, both developed as naval port cities after the construction of Maizuru Chinjufu in 1901, suffered severe effects from these disarmaments. Examining population changes in both regions, it was found that Naka-maizuru, largely dependent on navy, experienced large population decrease, but Shin-maizuru, developed as a commercial center of the newly-developed urban area and relatively independent of navy, showed a slight population decline.
