Abstract
The Japanese local-government IT closed system base infrastructure is been forced to become more open and integrated across regions from the many challenges facing Japanese local-governments, including mandated mergers between municipalities, tight local finances, ageing populations. This is motivating Japanese local governments to consider utilizing open source software and new business models for their IT infrastructure and systems. In this paper, we suggest a new business model which would facilitate the shift from the present closed "commercial software product payment / service payment" to an open market of "product free / service payment" to create new business opportunities for a local IT-related companies using open source software for local-government computer application.
