Abstract

This article aims to analyze the discussion of a new inclusive family support system，Framework Act on Healthy Families 2003 in South Korea and the developments afterwards. As a result，the following points were clarified. 1) The focuses of the discussion related to Framework Act on Healthy Families were as follows; it would divide the families to healthy families and unhealthy families，it would be for typical nuclear families， it would promote the family crisis and impute the responsibility of the problems to the families，and it would promote a family centered principle and others. 2) The home economics of South Korea shows the following ideas; “Healthy Families” means a various types of families，and it would concern to the continued process to improve the quality of families' live and the welfare of the individual，the family，and the society，and Framework Act on Healthy Families would include the responsibility and the role to the family problem of the government. 3) The revolution of the entire society South Korea，for example the democratization of the society and the advancement of the women's policy，is the bases for the Act and the continuous family policy development afterwards.
