Our country is facing the unprecedented combined social phenomenon of falling birthrates, an aging population, and longer lifespans. In order to persevere through this situation, we will need to take a fresh viewpoint on social innovation. No longer can we see innovation only as a product of competition over “things.” We will have to also see innovation as something that results from collaboration and co-creation, formed by the value and relationships surrounding “concepts.” In this research, we approach the P2M value creation process from the angle of “Gaze”. In doing so, we formulate theories on new trends in the management of technology (social constructionism) using the 3S model (the scheme model, the system model, and the service model). We then get a grasp on the fundamental difference between technological determinism and theories that emphasize dynamic interaction between technology and society, and use social representation theory to demonstrate the possibilities of social innovation. Additionally, we conducted a survey of roughly 180 foreign exchange students on the topic of “what foreign exchange students are fixated on.” Based on these empirical findings, we then validate the feasibility of the possible scenarios. Last, we apply the P2M body of knowledge to regional vitalization activities conducted through industry-government-academia collaboration, and organize and analyze what we find to discuss the effectiveness of P2M program management
