<p>In 2006 the first Abe Shinzo Cabinet revised the Basic Act on Education. This means the beginning of education policies based on his principle called “a departure from the postwar regime of education.”</p><p>As soon as Shinzo Abe came back to the prime minister, he has started to make and carry out the education policies based on this principle. The objects are to restructure public education system and to promote the state’s greater involvement in education contents and curriculum including pedagogies.</p><p>In order to establish such political control, Prime Minister Abe set up a deliberative body, “Kyoiku Saisei Jikkou Kaigi (Education Rebuilding Implementation Council)” consisted of his favorites. This council has adopted and discussed the proposals made by “Kyoiku Saisei Jikko Honbu(Headquarters for the Revitalization of Education)” of Liberal Democratic Party of Japan (LDP) for the implementation of education rebuilding.</p><p>And the members of Central Council for Education of MEXT, an advisory body for the education minister, were exchanged substantially. Therefor this council cannot discuss any essential and fundamental themes of public education, but can discuss only the ways and approaches of implementing the reports made by the Council for the Implementation of Education Rebuilding.</p><p>Now the education policy-making process led by Prime Minister Abe and the LDP, in other words top down process or political control process, has been accomplished.</p><p>Let see one of the examples related curriculum policies.</p><p>Abe and LDP have had an intent to introduce a formal subject of moral as part of the school curriculum in order to strengthen moral education including patriotism. At general election in 2012, Abe and LDP advocated this introduction in their pledges. The Education Rebuilding Implementation Council made proposal of this in its first report of 2013. This proposal was immediately discussed by experts group in the MEXT for the first time, and after that by the Central Education Council. In March 2015, the education minister revised the course of study at elementary and junior high schools on those reports.</p><p>Textbooks used in formal subject of moral education will be screened under the standard revised by the education ministry.</p><p>In this way, the curriculum policies have come to be promoted at the initiative of the ruling party now in Japan. There are never spaces for academic examinations about curriculum policies making.</p>
