Abstract

This paper aims to analyse the characteristics of educational policies designed and developed within the framework of what has been called the "Koizumi structural reform". In this paper, I define this structural reform as "a rearrangement of the Japanese system as a whole including political, economic and social sectors by the Koizumi government with the aim of securing the revival of this country as a great economic nation". Many of these structural reform policies have been initiated by neo-conservatism and neo-liberalism. Educational policies are included in this trend as are social welfare policies. Hence educational policies are the obverse and reverse of the same coin, and have at one and the same time the characteristics both of deregulation and of ideological control and nationalism. For example, on the one hand we can find policies that promote school choice and the establishment of private schools, or encourage the extension of school autonomy and decentralization in educational administration, while on the other hand we can also find policies which support the revival of the traditional family role or the introduction of social service activities to be carried out by children and adolescents, or which compel schools to hoist the national flag and have their pupils sing the national song in unison at school ceremonies, or call for greater stress on traditional culture in the curriculum. The manoeuvering to secure a revision of the Fundamental Education Law is a strategy that symbolizes the trends in educational policies described here. There is a need to propose educational policies which will counter the governmental ones in order to guarantee the right of all citizens to education
