Abstract
Akita prefecture is expected to face a shortage of nurses and care workers as it faces the most serious rate of aging and population decline in Japan. The Japanese government has recently begun to offer a mechanism to accept foreign nurses and care workers based on bilateraleconomic partnership agreements (EPA), and is also considering the extension of the foreign trainee system to the care worker occupation. The Institute of Asian Studies and Regional Collaboration has sponsored a research project composed of faculty from across the university in order to examine whether the acceptance of foreign nurses and care workers is an option for health care facilities in Akita prefecture, and the conditions and issues surrounding the question. During FY2014, the project focused on sharing existing knowledge and experience on the issue through a series of workshops held by faculty and guest speakers, which helped to clarify the approaches that this project and its members would adopt.
