The feasibility of snow removal through heat energy by two types of systems was studied. One of the systems consists of pipe-line subsystem which carries warm water to the surface of the city roads and electric-power plant which supplies warm water to the pipe-line system as well as electricity to the citizens.The other consists of pipe-line subsystem the same as above and boiler plant as a warm-water supplier. The study was applied to Nagaoka city in Niigata Prefecture with population about 170 thousands persons, where they need heat about 120 × 109Kcal to melt snow through winter in the high-density of residence area. Technology assessment and cost analysis were studied about the two systems. In the case of using electric power plant with power out put 250 MW the conclusion is very hopefull as follows. The initial cost of the system is about 47 billion yen, which includes 20 billion yen for initial cost of construction of the pipe-line system. On the other hand the running cost is 783 million yen, which means that if electricity produced by the plant is bought by some electric company for the price 9 yen/KWH the running cost for 103 Kcal heat load is 44. 7 yen and also means that if electricity is bought for the price higher than 10 yen/KWH, the cost for 103 Kcal heat load is near equal zero (<<10 yen).
