Description

This paper aims to clarify various issues on the measures to induce residence and urban facilities with the formulating the Location Normalization Plan by municipalities in the initial period after the formulation of the plan through the analysis of a questionnaire to municipalities. As a result, the most numerous cases were such municipalities that target only development in urban facilities induction areas and continue with previous projects. In some municipalities there have already been efforts such as down zoning, reviews of development permission ordinances, and improvement of support measures for designated areas to induce residence. Even in municipalities where the number of population and households is decreasing, it is necessary to designate areas to take support measures for reorganization into the city structure of "Compact Plus Network".
