Abstract

For the administrative reform and regional vitalization, Kochi prefecture contracted out some of its administrative affairs using telework to "local SOHO agents" who are coordinating SOHOs of the areas. Hearing investigations to local SOHO agents and the analysis of their reports have revealed the realization of two regional vitalization effects: the increase of local employment and the creation of new businesses. The development of leaders of SOHO agents as well as teleworkers is the key to the success of this approach. It could be a standard model for regional vitalization using telework since this approach did not require any conditions peculiar to Kochi prefecture.
