In this research actual cases of telework-based organizational innovation that applied a new management model called A-CORE (Activity Chain based Open Resource Enterprise) are discussed. A telework is utilized as an indispensable tool to achieve goals of this model. The case enterprise realized A-CORE by applying telework to employees in the headquater in Tokyo and the sales office in Shanghai. It was found that a telework can be introduced in a short period of time without any capital investment if a company uses ICT with an appropriate policy. It was also confirmed that the application of A-CORE to the enterprise drastically improved the efficiency of the enterprise by cutting operating expenses. The enterprise could reduce management risks through decreasing fixed cost, converting some fixed cost to variable cost, and decreasing working capital. In addition, another effect of utilizing competent human resources and accelerating to launch new businesses with this model were discussed at the end.
