Although modern social welfare systems target the entire nation of Japan, there are some people whose needs remain unmet by public services. The purpose of this study is to identify people excluded from the welfare policy system and to present an ideal way of supporting them through research on independent social workers' practices. Results of the study indicate that some people are unable to use public welfare services because of various reasons such as exclusion from service eligibility, shortage of service supply, restriction on service use, providers' profit over users' profit, and difficulty in accessing services. As an ideal way of supporting these people, it is important that social workers first become the key cogs of a network with people in the community, and by using this network that they reach the people excluded from the welfare policy system. Next, social workers should develop and follow an appropriate relationship with these people and help them enter the community network. In addition, undertaking social actions to enable welfare policy to suit the present conditions is also essential.
