Abstract
<p>This article explains the definition of Reading Literacy of OECD compared to the traditional reading skills in the subject ‘National Language’ in the Japanese educational context. Reading Literacy is an integrated notion of different kinds of students’ competencies such as information retrieval, interpretation, reflection and evaluation. This new notion of literacy has had great impact on the government educational policy of the revision of the National Curriculum and the National Survey of Academic Achievements and Learning Situations for Japanese students. The test scores of Japan have not improved since the beginning of the PISA test. This means more educational research to develop effective pedagogies and students’learning strategies for deeper learning will be necessary to improve this situation.</p>
