The Institute of Asian Studies and Regional Collaboration has sponsored a research project composed of faculty from across the university in order to examine whether the acceptance of foreign nurses and care workers is an option for health care facilities in Akita prefecture, and the conditions and issues surrounding the question. During FY2015, the project, in addition to inviting specialists for workshops, conducted a questionnaire among elderly care facilities in Akita prefecture to gauge their attitude and conditions towards hiring foreign care workers. It also visited several of these facilities, as well as pioneering models outside of the prefecture to conduct in-depth interviews. Based on this research, the project issued its annual report containing a Proposal on Foreign Care Workers in Akita, with supporting data, interview transcripts, and workshop records. This article reprints, with slight editing, the main text of this Proposal.
