The Meaning of Shequ to Environmental Consciousness: From the Data Analysis of T Ward, Beijing

Abstract

<p>In China, there is a flow of people into the metropolis and away from the countryside. As a result, the idea of “shequ” (community) has become more important than that of “work-unit” in discussing environmental protection policy in Beijing. Thus far, some researchers of shequ insist that shequ does not always equate to community because of the lack of cooperation revealed by interview data.</p><p>This paper presents the results of questionnaire responses of T Ward in Beijing and compares the data with that of Tokyo. I find that the formation process of environmental conservation consciousness greatly differs between Beijing and Tokyo. In Tokyo, an anti-authoritarian attitude has improved the consciousness of environmental conservation. But in Beijing, consciousness of environmental conservation is formed by an authoritarian attitude. At the same time, the consideration of shequ connects to the idea of protecting the community environment. Moreover, my research clarifies the idea that the influence of the communist party and mass media are not effective. Based on my quantitative research, it can be said that it is important to be aware of the concept of “shequ” when analyzing environmental protection policy in Beijing.</p>
