We tried to decompose the fluctuation factors of energy-related CO2 emissions from four megacities in China (Beijing, Shanghai, Tianjin, Chongqing), as well as Tokyo, during the period from 2004 to 2014, by using Kaya-identity, and analyzed China's low-carbon and air pollution policies integrally. In conclusion: (1) Factors for boosting CO2 emissions were mainly economic factors, and the factors having pushed down mainly were lower energy intensity rapidly progressing since 2010, in addition to a decline in carbon intensity acting steadily since 2004. (2) Looking at the relationship with policies, the co-benefit of air pollution control (especially for SOx) was progressing low carbon before 2010, and the 4 cities have reached the 2020-target level of CO2/GDP by 2013. Since 2010 the total emission volumes of CO2 have slowed due to full-scale implementation of low carbon policy, and Beijing turned to a downward trend.
