<p>Teachers of local compulsory schools are appointed by the local prefectural education committee although they are employed by the municipality which is responsible for overseeing such schools as primary and junior high schools. Their salary and allowance in such a school has been paid by the prefecture to relieve the financial difficulties of the municipality from the beginning of last century and at present one third of it is bore by the central government.</p><p>Large cities with a huge population are called as the ordinance-designated body and are entrusted with a wide range of powers to solve their unique situation. For nearly sixty years these powers include the ability to appoint and to transfer teachers in compulsory schools.</p><p>In this paper the politics surrounding this reorganization of local governments in 1950’s in Japan are examined and why such an anomalous system appeared at that time. This transference of power from local prefecture to ordinance-designated cities to appropriate teachers was the compromise. In other words, this politic process was completely irrelevant in solving local provisional educational needs.</p><p>However, this has sparked a hot topic discussion over the past ten years on the necessity to manage schools in a way that corresponds to local requirements. More governance should be given to local municipalities in choosing able and suitable teachers in such areas.</p>
