Abstract
<p>We propose a method to identify metropolitan area cluster which could be a reasonable unit to prepare and response against future earthquake disaster. A method to estimate the distribution of population and number of buildings in 1Km-mesh using DMSP/OLS (Defense Meteorological Satellite Program/ Optical Linescan System) night-time imagery which capture city lights reflecting extent of human activity is also proposed and its application limit is examined.</p>
