Abstract

<p>Success in business requires the development of strong organizational capability, of which diversity is a key aspect. Diversity enables the creation of a favorable organizational environment by making it easier to express dissenting opinion, bringing in new approaches to solving problems and encouraging innovative thinking; it helps avoid the dangers of ‘groupthink.’ Modern business management advocates that organizations should be pro-actively designed to include a strong element of diversity. The Western IOCs have actively embraced diversity in order to be able to better understand and respond to the impulses of the diverse range of countries they operate in and motivate their workforces-diversity is seen as being essential for success in business. Women and persons of non-traditional ethnic origin now not only work in increasing numbers in these companies, but also find it possible to rise to senior positions based on merit. The promotion of inclusiveness is a key component in successfully implementing diversity in the IOCs. In Japan, so far diversity seems to have been promoted mainly through the efforts of the Government; it is necessary for businesses-including the petroleum sector related organizations-to see diversity as a key enabler of future business competitiveness and take meaningful steps. These include not only the recruitment of more women and persons of non-Japanese origin, but also to ensure their greater participation in work and decision making based on their abilities. The promotion of diversity needs to be seen as part of a wider set of organizational measures including the development of commercial skills, performance-based progression and closer integration of HR between head offices and overseas ventures.</p>
