Situation of residents in the temporary housing at the end of 7 years since the Great East Japan Earthquake

Abstract

We surveyed the trend of the number of temporary houses and the situation of temporary housing in the Great East Japan Earthquake, and considered an indoor environment at the disaster. Both the number of temporary houses and residents who moved into the temporary housing tend to decrease year on years. Although the providing period of temporary houses is decided to be 2 years in the Disaster Relief Act, the proportion of leaving from the temporary housing was about 10% at the 2 years after the disaster. Approximately 10% of people still live in the temporary housing at the end of seven years after the disaster. Considering this situation, Miyagi and Iwate prefectures decided to extend the tenancy period to nine years after the disaster. In order to live in a healthy indoor environment at the disaster, temporary houses must be designed and constructed with the idea that the tenancy period is at least 5 years. Five years is the period when 50 % of people left the temporary housing in the Great East Japan Earthquake. In addition, from the survey results of the size of the temporary houses and the building age, it is turned out that many people are in old wooden houses with area of 60 m2 or less and more than 20 years after building. Because of insufficient insulation and poor ventilation performance of the houses, the deterioration of indoor environment, such as fungus and dew condensation, is assumed. In order to live in healthy indoor environment, it is necessary to help the people both in the hard ware side, such as ventilation system of the temporary houses, and in the software side, such as exchanging information how to live in small humid houses.
