Description

<p>The number of passengers is falling in most of airports operated by local government. This study shows how to operate and manage these airports by making a trial calculation of revenue and expenditure, examining beneficiary payment principle, and considering possible designated manager system. The study concludes with some implications for policy makers.</p>
