Current Targets and Interim Evaluation Status of Prefectural Health Promotion Plans in Japan

Abstract

<p>Objective: Based on the provisions of Article 8 of the Health Promotion Act, each prefecture has established a "Prefectural Health Promotion Plan." In 2018, the government conducted an interim evaluation of Health Japan 21 (second term). However, the interim evaluation status of each prefectural health promotion plan is unknown. Accordingly, to describe the current status of prefectural health promotion plans, we summarized the targets set in each prefecture, results of the interim evaluation, and changes in the targets after the interim evaluation.</p><p>Methods: Information on health promotion plans of each prefecture and their interim evaluations, published by May 31, 2019, was obtained from the website of each local government.</p><p>Results: The results of the interim evaluation were published by 42 prefectures. Among the items set in Health Japan 21 (second term), the targets "decrease in salt intake," "increase in vegetable and fruit consumption," "reduction in the percentage of individuals who do not take rest through sufficient sleep," and "reduction in the percentage of adult smoking rate" were set in all prefectures. Additionally, 44 prefectures set their own target items. In the interim evaluation, more than half of the prefectures observed an improvement in 24 of the target items set in Health Japan 21 (second term). Most of the prefectures did not update their target after the interim evaluation.</p><p>Conclusion: Each prefecture implemented the plan based on the current situation and feasibility. In future, it is necessary to implement a coordinated approach for setting targets, and for monitoring and evaluation them.</p>
