<p>This paper presents the results of the discussion on the study on the qualitative risk degree for human casualties for earthquake disasters as part of a study to assess the mitigation and reduction level of regional disaster risk using local residual risk. The authors have already proposed a prototype model to analyze the "regional residual crisis degree" for four risk scenarios of the Tokyo Inland Earthquake. By improving the prototype model, in this study, the author proposes a qualitative crisis degree for human casualties from earthquake disasters that incorporated the social vulnerabilities, i.e., human losses caused by earthquake fires and tsunamis.</p>
