Dynamic upper limit configuration of disaster general call blocking probability for emergency CAC

When a disaster occurs, the telephone call demand increases because of safety confirmation and emergency requests. The increases cause network congestion. To solve this problem, call admission control(CAC) with three types of calls has been proposed. In this method, calls are classified into three types: emergency calls, disaster general calls, and non-disaster general calls. Moreover, this CAC is performed using two threshold values. These thresholds maximize the number of non-disaster general calls while keeping call blocking probabilities for both emergency calls and disaster general calls. However, since the upper limit for the disaster general calls call blocking probability is set as a constant value, the number of applicable threshold changes depend on the traffic situation. In this paper, we derive the upper limit for disaster general calls call blocking probability and the number of applicable thresholds is constant by numerical analysis. Moreover, we derive each call’s call blocking probability and optimal threshold by the dynamic upper limit call blocking probability. As a result, the disaster general calls call blocking probability decreases in many traffic situations.
