<p>Rapid depopulation and aging adversely affect cities. Therefore, compact cities are desirable for integrating urban functions at core areas. In recent years, compact plus networks have been particularly emphasized: forming core areas is desirable in urban and transportation fields of development. Nevertheless, no standard value exists for setting core areas. Therefore, criteria for setting core areas differ depending on the municipality. This study assessed a method of setting a core area hierarchy in Gunma prefecture, with a viewpoint of transportation convenience added to the accumulation of facilities. The method is demonstrated as more useful for future core area planning than current core area planning is. Results show the following: 1) current core area plans emphasize concentration of facilities and lack a transportation perspective; 2) automobile-type core areas are as numerous as public transport-type core areas; and 3) urban areas have many automobile-type core areas.</p>
