The purpose of this study is to clarify the early childhood education and care policies of the municipal government, focusing on Yokohama City during the late 1970s. This topic has not been followed up in previous studies on the history of (the education system in) Yokohama City. Founded in 1974, the Council for Early Childhood Problems consisted of directors and teachers of kindergartens, day nurseries, and elementary schools, as well as citizens. They deliberated and reported that Yokohama City needed municipal kindergartens for infants for an improvement in the quality of early childhood education and care. After considering the Council’s report and progression, this research explicates that the Council had influenced the municipal government, but municipal kindergartens were not established. There was no member in the Yokohama City Board of Education having the authority to permit the establishment of municipal kindergartens, so the Council could not enforce the measure.
