Since the 1960s in Japan the movements to preserve the historic townscape (traditional rows of Japanese houses along the street) have spread to various parts of the country. In 1975 the Cultural Properties Protection Law was made a partial amendment and the system of preservation districts for groups of historic buildings started. On the other hand the basic national policies of exgenous development in the period of high economic growth have been criticized by various experts and people in many regions. Recently a number of local inhabitants have seeked for the endogenous development based on regional resources to pursue the own living style. In 2007 the Agency for Cultural Affairs Government of Japan proposed the way of thinking to devise "history culture basics design" in each cities, towns and villages. And following that propositions "Rekishi Machidukuri Law" (official name "law about maintenance of historic natural beauty in area and improvement") was established in 2008 and intended to preserve and improve historic landscapes. Theis article explores the possibility of endogenous development of the region based on "history culture basics design" and "Rekishi Machidukuri Law". Itake "the history culture basics design of Obama City and Wakasa Town in Fukui prefecture" and "Rekishi Machidukuri plan of Hikone City in Shiga Prefecture" as the objects of study. Furthermore I would like to reexamine the theories of endogenous development that are applied to "regional development based on History and Culture".
