This study examines the various facets of management involved in the daily operations of the Facebook page “Tsukuba Civic Activities Cyber-Square,” which is run by the municipal government of Tsukuba Japan in collaboration with the University of Tsukuba and Intel Corporation. We discovered elements in the daily operations of local governance that were blocking the growth this online community. An exploratory qualitative study was conducted based on interviews with three municipal government employees who had been managing and monitoring the “Tsukuba Civic Activities Cyber-Square.” Through our analysis of this qualitative data the elements that were blocking growth of this online community were: (1) staff quality and quantity (i.e. information technology skills) (2) red tape rules and regulations and (3) the stance or position that is required to be taken by public officials in local governments. The small sample size and the methodology adopted limit further generalization of our findings however possible paths for future studies are also discussed.
