This paper focuses on recent issues of employment and unemployment of university graduates, using a survey data to guidance and placement divisions of National Universities. Independent factors on graduate unemployment are analyzed and implications for university policies on guidance and placement are discussed. Main findings are (1) widespread unemployment of graduates at even national universities, (2)recent developments of guidance and placement division and activities at several fields of study such as a faculty of education, compared with previous studies. The causal relationships are observed at both directions. On the one hand, at some faculties including faculties of education, a high ratio of graduate unemployment made them try to develop a better organized guidance and placement system than before and to build new linkages with a wide rage of social partners including business and industry. Consensus and cooperation between and within academic and administrative staffs are one of crucial factor to develop a good guidance system. On the other hand, some faculties without a well functioning system and activities for guidance and placement are still suffering from a high ratio of unemployment even comparing within certain field of study.
