This article evaluates the educational policies during Ugaki's term from June 1931 to August 1936, tracing the recorded proclamations and behavior of his staff who were practically in charge of making and executing policies. In terms of educational history, the credit goes to Watanabe Toyohiko, the Chief of the Educational Bureau, and Ono Ken'ichi, the Section Chief, for the Village Rebuilding Movement which is now considered indispensable in discussing Ugaki's governor-generalship. The study also characterizes Ugaki's policies as intermediate between Yamanashi Hanzo, his predecessor, and Minami Jiro, his successor. Policies that facilitated the movement in schools, such as the establishment of a" vocational training course "at Korean elementary schools as a requisite, and the provision for further education for their graduates, have their origin in Yamanashi's rule. On the other hand, such policies as the introduction of required military training into Korean secondary schools and the coercion of worship at shrines, implemented during the latter half of Ugaki's term, should be regarded as preliminary to Minami's vigorous attempt to turn Koreans into faithful vassals of the Japanese Emperor.
