抄録

In this paper, I will focus on a new administration by the Government of China at the end of Qing dynasty. I will discuss the process of introducing an education reform of “Japan model” to the new administration and argue that inspection was planned and carried out for the education reform. In the first section, I will find the details of foundation of the academy, which was discussed in “Kangaku-hen” written by Zhang Zhidong (張之洞) in 1898. I will also reveal that the “studying abroad” to Japan and “translation” of Japanese books were largely adopted into the reformation plans of local government officials, who were reported to the throne for the new administration in 1901. In the second section, I will argue that Minister of Education has planned the inspection not only in Europe and America but also in Japan for the enactment of educational system. In the third section, I will address that Wu Rulun (呉汝綸) was ordered for an inspection and he requested not Europe or America but Japan inspection. Wu Rulun was elected as a general instructor of Jīngshī Dàxuétáng (京師大学堂) or the Imperial University of Peking.
